				<content:encoded><![CDATA[<p>To Enos Park Residents and Friends</p>
<p>We are celebrating 17 years of partnering with the Springfield Police Department. It started in 1996 with the formation of the Neighborhood Police Officer Program (NPO).</p>
<p>Since then we have worked together in a variety of programs. Today we hosted our third Landlord Support Group Seminar which included all of the city&#8217;s NPOs, in addition to a city housing inspector, representative from the County Clerk&#8217;s office and Michael Durr, an attorney specializing in landlord tenant relations.</p>
<p>We have also initiated an Enos Park Police Officer Resident Program and are renovating one of our LLC properties to provide to a police offer, rent free, in exchange for neighborhood service hours.</p>
<p>In April the Off Duty Police Patrols were able to identify and arrest two burglars during stops they had made in Enos Park while on off duty patrols. This represented the 9th &amp; 10th arrest made by the officers as they concentrated on Enos Park.</p>
<p>Eliminating bad behavior is going hand in hand with eliminating blighted property.</p>
<p>&nbsp;</p>
<p>In late July there will be a huge renovation project on McClernand Elementary School. Join us next Tuesday, May 14th, 7 p.m. to find out about the $250,000 project involving 1000 volunteers. 				<content:encoded><![CDATA[<h3>McClernand Extreme School Makeover to be Topic of May Membership Meeting</h3>
<p>West Side Christian Church has chosen McClernand Ele-mentary School to be the target of its annual Sharefest pro-gram. Springfield Sharefest began in 2011, when Harvard Park Elementary received a makeover for the school’s 100th anniversary. A team from West Side will give a presentation at the May 14th membership meeting about this year’s project.</p>
<p>In the summer of 2013, Springfield Sharefest will tackle another Extreme School Makeover in partnership with Springfield District #186. From July 27-August 3, more than 1000 volunteers will be working on projects both in-side and outside at McClernand, investing an estimated $250,000 into physical improvements. As a bonus this year, Springfield Sharefest will also complete needed health, safety and enhancement projects at Jane Addams Elementary School.</p>
<p>One of the primary goals of Springfield Sharefest is to re-engage the entire community with Springfield Public Schools. The synergy of a community rallied behind our public schools brings help and hope to our city.</p>
<p>Springfield Sharefest is looking for individuals, churches, businesses and community organizations to partner togeth-er to make future extreme school makeovers a success. There are still opportunities for you, your business or your organization to become a Springfield Sharefest Partner. 				<content:encoded><![CDATA[<p>On April 30th, Enos Park and Springfield Art Association hosted a special program, &#8220;The Spirit of Lincoln&#8221;, at Ed-wards Place. The event was the first fundraiser for the 2015 Lincoln Funeral Coalition. The Coalition is organizing the re-enactment of Lincoln&#8217;s funeral on May 3rd, 2015. The procession will come from the downtown area north on 4th Street, past Edwards Place, and then west under the railroad overpass on Dodge to 3rd Street. It will then head north past Gehrmann Park to the Oak Ridge Cemetery. Enos Park will play an important part in the event. <p>The <a href="http://lincolnfuneraltrain.org" target="_blank">2015 Lincoln Funeral Coalition</a>, which consists of more than 70 groups and individuals, is hosting the fundraiser at 7 p.m. Tuesday, April 30, at Edwards Place, 700 N. Fourth St., with a suggested tax-deductible donation of $50 for individuals and $75 for couples. Supporters donating $100 will receive one of five historic prints from Lincoln’s life painted by Springfield artist Doyle Collins. Those who donate $300 or more will get all five prints.</p>
<p>Special guest at the event is former speaker of the U.S. House Dennis Hastert, who also attended Wednesday’s press conference. “We have the opportunity here in Springfield to remember his (Lincoln’s) legacy once again,” Hastert said.</p>
<p>Guests at the fundraiser, which begins promptly at 7 p.m. with music from the 10th Illinois Volunteer Cavalry Regiment band, will be able to meet and discuss issues of the day with Lincoln’s friends and associates as portrayed by historians and Civil War enthusiasts. Fritz Klein will be on hand as President Lincoln.</p>
<p>The coalition’s goal is to educate, coordinate and promote the accurate and dignified re-enactment of Lincoln’s funeral procession.</p>

				<content:encoded><![CDATA[<p>An early spring means it’s already time to start thinking about those outside projects that you’ve been intending to take care of, and EPNIA wants to help. We are using our Master Plan when promoting our ideas for revitalizing the neighborhood, and we want to entice developers and builders to consider projects in Enos Park as part of a large-scale redevelopment effort. More than ever, now is the time to “clean up and green up” the area so that developers will see the potential in our neighborhood. In addition to attracting new construction, we want to be sure that existing homeowners have pride of ownership in their properties and see the number of properties being improved reach a critical mass.</p>
<p>So if you have been planning to paint your house or landscape your front yard, now is the time! Perhaps you’ve been thinking about redoing your front porch or removing aluminum siding to more closely restore the house to its original appearance. Maybe your foundation needs to be tuck pointed or you have a concrete driveway that should be replaced. If you will commit to undertaking your project this year, the EPNIA will provide a matching grant of up to $500, and additional incentives include:</p>
<ul>
<li>Sherwin Williams is offering15% discounts on paint and will also provide color consultations and “how to” advice for property owners interested in painting the exteriors of their homes.</li>
<li>If your project will require a permit from the city, you can receive a sales tax exemption letter for the purchase of your materials.</li>
</ul>
<p>To participate, simply complete the brief application which can be found in the Banner or online at www.epnia.com. Join us in cleaning up and greening up Enos Park this year!</p>

<p>The Enos Park Neighborhood Improvement Association (EPNIA) will provide matching funds, up to $500, to homeowners who undertake a project to improve the appearance of their property. The process is simple:</p>
<p><strong>Eligibility</strong></p>
<ul>
<li>Must be an owner-occupied home within the boundaries of Enos Park and a dues paying member of EPNIA.</li>
<li>Grants will be awarded only for exterior improvements and/or landscaping.</li>
<li>Proposed project must be compatible with the design guidelines and uses outlined in the Master Plan.</li>
<li>Must complete the work by 11/30/13 and submit receipts for reimbursement by 12/31/13. <span style="text-decoration: underline;">The project must be approved PRIOR to beginning work and/or requesting reimbursement.</span></li>
<li>Past grant recipients are not eligible to apply again at this time.</li>
</ul>
<p><strong>Application Process</strong></p>
<ol>
<li>Complete the attached form providing details of your proposed project. The EPNIA will review your proposal and notify you within 10 days if your project has been approved.</li>
<li>Complete your project; you may do the work yourself or use hired help. Both materials and labor are eligible for reimbursement through the grant program.</li>
<li>Submit your receipts and a before and after picture of your improvements to the EPNIA. You will be reimbursed for 50% of the total project cost, up to $500.</li>

				<content:encoded><![CDATA[<p>Dr. David Steward, MD, Chair of SIU School of Medicine&#8217;s Department of Internal Medicine, will be the guest speaker at the Enos Park Neighborhood Improvement Association&#8217;s meeting Tuesday, March 12th, 7 p.m. at St. Johns Hospital.</p>
<p>Dr. Steward is also Chairman of the School of Medicine&#8217;s Community Service Committee, made up of faculty, students, and staff, which is concerned about the overall health of the residents in neighborhoods and communities of Sangamon County, in particular in the immediate area of the Medical District.</p>
<p>The Committee has been identifying and analyzing causes and potential solutions to common health problems in the target study area. He will review some of the issues that impact on the quality of life for these neighborhoods.</p>
<p>The meeting will be held in the Assisi Conference room in St. Johns. The public is welcome and refreshments will be served.</p>

<p><b>What&#8217;s the Health of the Neighborhood?</b></p>
<p>Three months ago I was asked that question by members of the SIU School of Medicine&#8217;s Community Service Committee, made up of faculty, students, and staff. They were concerned that even though the 62702 zip code, our immediate residential area, has one of the highest levels of medical and healthcare support and knowledge in the state, the residents have one of the lowest report cards for general health and wellbeing.</p>
<p>I responded by saying that when it comes to flu shots and diabetes I was the wrong person to ask but if health meant &#8220;quality of life&#8221; I could talk for three days about issues that need to be addressed.</p>
<p>Since that first meeting, Dr David Steward, MD, Chair of SIU School of Medicine&#8217;s Department of Internal Medicine, has been a frequent guest at various meetings of older neighborhoods in an effort to find out firsthand what are &#8220;older neighborhoods&#8221; and what makes them &#8220;tic&#8221;!</p>
<p>Dr. Steward will be the guest speaker at the March 12th Enos Park membership meeting to be held in the Assisi Conference room in St. Johns Hospital. The meeting will start at 7 p.m.</p>

				<content:encoded><![CDATA[<p>Colorful pillars, siding, and doors give a neighborhood character that&#8217;s been around a while. &#8220;Some of the oldest houses in Springfield are right here in Enos Park,&#8221; Douglas Holt said.  Realities of the present are starting to rot away at a piece of the past. &#8220;It looks like a garage and somebody just threw on a roof to make it look like a house,&#8221; Holt said of one building.</p>
<p>Boarded-up abandoned homes can be found along streets in this historic district. But what looks like a loss, is becoming a piece of found treasure. &#8220;There&#8217;s a lot of detail,&#8221; Chris Becker with the Enos Park Neighborhood Association said. &#8220;That&#8217;s the thing in some of these houses. You don&#8217;t even see it because it&#8217;s been painted over for years and years and years.&#8221; Becker shows us architectural items well over a hundred years old, recovered over the last four months, that are being stored at the old library branch off North Grand Avenue. &#8220;Here&#8217;s some old doors, you have columns from an old front porches, here are some old stair cases brought out,&#8221; Becker said.</p>
<p>Some of the items were brought out of the historic home on 821 N. 4th St. that will soon be brought down. It&#8217;s one of several that the Enos Park Neighborhood Association purchased.  &#8220;Before we had the home demolished we were like, &#8216;Let&#8217;s take out everything that&#8217;s worth something and bring it here,&#8217;&#8221; Becker said.  The plan is to do the same thing at two additional homes, deconstructing 80 percent of the building material that can then be sold and used again.  &#8220;These are some of the first studs you see that they&#8217;re a lot beefier,&#8221; Becker said.<br />
The idea is to eventually create a store to keep parts and pieces of history, when some of it comes down.  &#8220;Besides things like this, it&#8217;s a pretty decent neighborhood,&#8221; Blakmore said.  The goal is to open the store up by spring. The hope is to use the facility that used to be the library branch off North Grant.</p>
<p>The Enos Park Neighborhood Association has acquired seven abandoned properties. They plan to either tear down or rehabilitate each of them.</p>

<p>One of the main goals of our &#8220;Clean and Green in 2013&#8243; program is to expand our support of Kumler Church&#8217;s food pantry garden. Partnering with Kumler to enhance the garden located at the Springfield Art Association will be the starting point to recruit more participants and expand the program into composting, worm farming, and practices in water retention.</p>
<p>We will concentrate on recruiting more families to establish individual plots to plant and maintain throughout the growing season. A part-time supervisor, hired from within the community, will assist in the initial preparation and planting of the individual gardens. Tools, seeds, plants, compost and water will be provided. The supervisor will also oversee that each family maintains the weeding and watering of their plot.</p>
<p>Members of the Enos Park Garden &amp; Composting Committee will provide instruction and training on types of plants and growing practices that should be most successful for our area and climate. Each family must commit to maintaining their plot and periodically volunteer to help with a plot designated for the Kumler food pantry.</p>
<p>If you would like to find out more about a specific part of the program or want to apply for a plot at the garden site on North 5th Street, you can contact the following Garden &amp; Compost Committee members. We have  approximately 12 to 15 plots at the Art Association site, but are ready to prepare more sites as needed.</p>
